無機再生粒料於公共工程 循環利用規劃專案工作計畫

中文摘要 本計畫考量再生材料特性對於工程再利用用途產品之助益,搭配現行產製技術可行情況下,為再生粒料找尋優先使用去化方式,達成再生資源適材適所有效循環利用的目標,並避免各項廢棄資源再生料集中項目應用而產生競合之問題。本計畫並邀集再生材料循環利用利害關係人(粒料產出單位、工程使用單位、中間處理業者、清運業、地方主管機關、中央主管機關、專家學者等)舉辦多場工作坊與座談會,尋求再生粒料優先使用去化方式的共識。最後再以所規劃之優先去化方式為基礎,透過法規面、技術面、與經濟面等三個面向研究探討,研擬無機再生粒料於公共工程循環利用優先使用之中長程整體規劃,作為國內廢棄資源於公共工程循環利用政策推動之參考。

The planning for better use of inorganic recycled aggregate in public construction projects

英文摘要 The purpose of this project is to develop a plan for better use of inorganic recycled aggregate in public construction projects in Taiwan. Considering the matching of properties of the recycled aggregate to those needed in different construction applications, current recycling technologies, market feasibility and so on, priority construction applications are proposed for various recycled aggregate. Several stakeholders’ workshops are then held to get the consensus on the proposed priority application of recycled aggregate. The participating stakeholders include waste generators, recycling treatment plants, engineering design firms, construction contractors, different level of government authorities and so on. Problems of realizing the proposed priority recycling applications are analyzed and discussed in legal, technical, and economic perspectives. Finally, an initial mid-and-long term plan based on the proposed priority application of different recycled aggregate is developed to facilitate the use of recycled aggregate in public construction projects in Taiwan.
