107年度前瞻水環境改善綜合管理計畫南區

 中文摘要 計畫協助彙整南區8縣市14案件前瞻水環境改善工程進度追蹤、南區縣市水環境水質監測計畫91處監測、829點次採樣調查結果、南區縣市水環境清淨河面垃圾清除5,148公噸等相關資訊定期於環保署水質保護網站更新進度。計畫篩選3處進行現地勘查及評估農作物及畜牧場氮素供給情形,共17處土地勘查紀錄,合計86.87公頃。計劃亦蒐集畜牧糞尿集中處理設施相關計畫,以彙整畜牧糞尿集中處理設施成本效益、規劃細設進度及採用工法技術等資料,提供環保署及縣市政府參酌。完成鳳山溪及竹溪兩處已施工現地處理設施亮點工程紀錄片之拍攝影片長度10分鐘及2分鐘版,並提供公開展示於環保署水質保護網或FaceBook粉絲社團供民眾觀閱。於推動全國畜牧糞尿資源化工作項目,共辦理3場次關鍵人士座談會及訪談50家次以上鄉公所、農會產銷班及畜牧場等單位。完成協助7家畜牧場畜牧糞尿資源化處理計畫申請及肥分使用農地計畫;2家畜牧場放流水澆灌植物申請中;11家輔導肥分使用農地計畫或放流水澆灌植物,全鄉鎮資源化畜牧廢水量每日約1,769噸。經計劃推動後全鄉鎮資源化比例71.8%增加至約80%,鄰近環保署測站隴東橋測站水質RPI值,由2012~2017年1~11月平均RPI=3.38,改善至2018年同期平均RPI =2.9,測站水質污染程度,由中度污染程度改善至輕度污染程度。另完成調查50場次飼養豬或養牛場糞尿收集方式仍以沖水清洗為主,少部分畜舍使用刮糞機。採用刮糞機及高床式與傳統畜舍與傳統沖水清洗,兩者差別養豬每日的廢水產生量平均減少約52%用水量、養牛每日的廢水產生量平均減少約48%用水量。針對降低畜牧廢水產生,本計劃提出5項養豬場或養牛場畜舍改善措施、4項廢水處理設備改善措施、4項法規修正建議。另計畫辦理沼液沼渣高值化會議、畜牧糞尿資源化座談會及能源設備業者討論共4場次,並協助派員協同機關出國考察畜牧糞尿資源化推動情形作為國內政策推動參佐。針對6條河川16處測站關鍵測站之受損水質、計畫彙整主要污染來源、水質改善目標、期程及污染削減量、整治措施及精進建議。並完成河川水質水量補充調查40點處100點次重金屬採樣,更新5處流域魚骨圖污染負荷,並對相關污染現況情形,與地方環保局辦理共3場流域討論會議,持續追蹤河川測站水質改善作為。另完成全國現地處理設施功能優化與效益評估,彙整提出現地處理設施各工法單位設計成本、操作維護經費及分析削減最適合技術及設計指引1本,亦選定1處完工場址操作優化評估流程,提出優化場址及建置成本效益。並辦理1場全國現地處理技術分享會議。其他行政配合每月定期彙整測站與肥分使用計畫通過同意許可案件數及南區測站水質變化情形,另外辦理河川巡禮1場次,邀請機關參與人數86人,會議內容分享縣市交流現地水質處理設施經營維護與管理、及5處前瞻水環境工程推動經驗。以及透過無人飛機空拍攝影藉以確認污染來源,辦理調查12處次,並提供無人機空拍畫面及影像紀錄予機關督導地方政府作為水質異常原因執行參考。

River Water Pollution Remediation Strategy and Integration Plan in Southern Taiwan, 2018
