108年度北區水庫水質治理前瞻綜合管理計畫

中文摘要 我國前瞻基礎建設-水環境建設-加強水庫集水區保育治理計畫主要目標為減砂入庫與水質改善。本計畫乃對優養化水庫管理提出前瞻性水質改善對策,以明德水庫為對象,工作項目主要面向:(1)調查與評估水庫污染負荷、(2)研擬水庫水質治理策略、(3)提供水庫污染調查及去除技術支援、(4)蹤管考前瞻計畫執行成果及(5)辦理諮詢研商相關會議。水庫污染負荷評估與調查結果,明德水庫入庫溪流(老田寮溪)水質,顯示聚落遊憩行為影響入庫溪流水質。明德水庫污染源主要來自集水區內點源污染(生活污水及休閒農場等)及鄰近庫區農地之非點源。本計畫協助並輔導桃園市政府、苗栗縣政府與顧問公司,分別於石門水庫及鳶山堰、明德水庫等設置規劃綠色削減技術,例如合併式淨化槽、植生滯留槽及多層複合濾料水質淨化技術等綠色削減技術。以SWMM/BASINS推估明德水庫集水區總污染量TP為4,343 kg/yr,未來須加強控制點源與非點源,以維護水庫水質永續。

The Management Plan for Water Quality Control of the North District Reservoir in 2019

英文摘要 To enhance the reservoir watershed soil conservation and improve its water quality, the Executive Yuan approved “Forward-looking infrastructure development program: The enhancement of reservoir watershed conservation plan”. The purpose of this project is to provide an integrated control action plan for the eutrophic Mingte reservoir. In order to achieve the goal, the tasks of this project include: (1) analyzing the data of the water quality and flow collected from Mingte reservoir watershed and Liyutan reservoir watershed, (2) establishing the stormwater sampling guidance, and green technology (e.g. Multi-Soil-Layering System (MSL), biorentation system) for pollutant reduction and developing a plan for implementing nutrient reduction, (3) applying a decision-making model for water quality management for reducing point and nonpoint source (NPS) water pollution, (4) following up the Forward-looking infrastructure development program, and (5) holding several consultation meetings. The water quality of the eutrophic Mingte reservoir was investigated and evaluated based on the monitoring data in 2019, and the water quality improvement strategies of the reservoir were presented in the project. The results showed that the major pollution load of Laotianliao River is from recreational activities in Mingte reservoir watershed. The point source pollution from the domestic sewage, civilian lodging, and leisure farms and agricultural NPS pollution seriously affected the water quality of Mingte reservoir. The research team also provided the local governments (Taoyuan City Government and Miaoli County Government) and the environmental consulting firms with guidance on developing green technology. Nutrient reduction devices (e.g. purification tank, MSL, and biorentation system) were considered and installed in watershed of Shimen reservoir, Yuanshan weir, and Mingte reservoir. The loading reduction strategies of the total phosphorus (TP) were developed for Mingte reservoir. The results indicated that the average annual TP loading into Mingte reservoir is 4,343 kg / year estimated by SWMM/ BASINS. The results showed that an integrated control action plan for both point and nonpoint sources of pollution in the watershed can be developed.
