109年高風險空氣污染事業科技驗證環境執法工作計畫

中文摘要 本計劃透過異質資料整合進行高風險污染事業資料關聯性分析、建立不法利得計算參考準則,協助稽查人員進行調查,降低不法利得計算之困難度,提升作業之便利性,並辦理稽查人員之教育訓練,藉由成員之間的稽查經驗與交流,以達到未來可共同辦理案件之目標。 本計劃整體成效如以下所述: 1. 建構空氣污染關注事業及潛勢地區污染風險評估機制:將蒐集彙整後所發現之異質資料進行智慧勾稽比對,查出 18 家有可疑異常情形之工廠;另亦輔助業務單位進行二案例之廢棄物清運 GPS 軌跡分析與展示。 2. 不法利得計算之資料蒐集與建檔、建立參考準則:輔助業務單位進行一案例之不法利得相關資料之蒐集及資料分析建檔,並依據法規相關計算與統計,輔助計算統整污染產生量,或建立防制設備經常性處理成本及廢棄物產生量。 3. 精進督(稽)查人員環境調查、蒐證技術:辦理 1 場次 1 天之研習,規劃各業務單位進行案例分享,以及稽查人員之間稽查經驗交流,並觀摩廢水處理流程,以利後續共同辦理案件。

Enforcing Environmental Laws and Technology Verification on High- Risk Air Pollution Affairs

英文摘要 In this plan, we will use the associative analysis on high-risk air pollution data through heterogeneous environmental data integration. Furthermore, for an easier way to calculate the illegal gain, we will set an illegal gain standard for inspectors to use. Also, for effective teamwork in the future, there will be a training course for inspectors to share their experience and ideas. Here is the effectiveness of this plan: 1. Design an air pollution assessment mechanism to recognize potential areas: After collecting data, we find out 18 suspicious factories by making a comparison of heterogeneous environmental data. We also assist departments with two case analysis of waste disposal and its GPS trajectory data visualization and analysis. 2. Collect illegal gain data and file them: Assist departments with one case analysis with collecting illegal gain data, and file them after analyzing. Calculate the pollution load based on regulation-related calculations and statistics. And building pollution control equipment to control the pollution load. 3. Improve inspectors’ investigation techniques and skills: for effective teamwork in the future, there will be a one-day training for inspectors to share their experience and ideas, and observation and learning activities for wastewater treatment.
