Among them, a total of 20 cases that applied for the Establishment and Use of Recycling Facilities for Regulated Recyclable Wastes were documented and digitalized. (7) The environmental carrying capacity is equivalent to the total recyclable waste output of the County, calculated by factors such as the local population and the resource recycling percentage. This is used to consider the direction of flow of the legalized recycled wastes. Moreover, the recycling waste volume from the registered recycling businesses and plants in the jurisdiction and the registered plant area were taken into consideration and calculation for the facility carrying capacity. From the estimation and analysis of the environmental carrying capacity, the issue of whether the number of recycling plants is sufficient is a concern for the opening and installation for more recycling plants. However, if the facility carrying capacity is the factor for a unit facility's carrying capacity for recycled wastes, then town halls or village offices may consider lifting the area for the purpose of recycling. (8) This control and management project is carried out by the way of an advanced proposal of the work report of the coming month before 10th of the month to the Bureau of Environmental Protection.
