摘要	The regional drainage and rivers in Changhua County are the main sources of the County’s water for agricultural use. The maintenance of water quality is thus the more important in view of protection of people’s life and property and maintenance of environmental safety. Consequently, the County’s Environmental Protection Bureau planned and promoted the “2010 Project of Pollution Source Control and Prevention of River & Ocean Pollution” (hereinafter referred to as this Project) in 2010, hoping to implement the system of permit management through the execution of this Project, to be comprehensive of the pollutions by the pollution sources in the County and to continue in decreasing them. The purpose was also to seize illegal drainage and underground pipes, track down and report on source businesses, stopping the illegal behaviors. By doing so, the County hoped to really carry out the work of water quality improvement in all waters in the County, uplifting the overall environmental quality and waterfront space and results to offer all people in the County a clean and clear natural ecology of rivers.

摘要
