2014 Low-Carbon Sustainable Homeland Operation and

1. Establish “low-carbon sustainable homeland project office" In order to promote and strengthen the promotion of low-carbon and sustainable system, this project assisted EPB to establish the “advisory committee of low-carbon sustainable homeland promotion office". Deputy magistrate is the convener; the heads of department are members of council, and hired four expert members. This advisory committee will collect the results from each department to plan the promotion strategy of low-carbon sustainable homeland. 2. Promotion of the low-carbon sustainable homeland and energy saving & carbon reduction In order to understand the result of low-carbon sustainable homes policy, ten themes , and certification system , project office held 6 seminars of low-carbon sustainable homeland policy and certification , and 15 promotions of the energy saving & carbon reduction by tour, there were 2,102 people participated, which can improve people’s consciousness of environmental protection. 3. Establishing Guangming of Magong City into low-carbon community This year assisting Guangming of Magong city carried out the 10 themes of low-carbon sustainable and build-up low-carbon community. During the build, this project used the SWOT method to analyze the strengths and weaknesses and where opportunities and threats and planned development mode. This project also assisted finishing 7 themes, including facelift high-efficiency LED lighting, energy efficient hot water supply system, promoting green transportation, low-carbon life education, a non-toxic homeland established, a low-carbon green team built, and the “Declaration of the low-carbon sustainable development” signed. Which made it nominated low-carbon community (compliance with contract specifications). In addition, this project assisted EPA to visit counseling 4 communities which participate in the certification & evaluation of low-carbon community, including Siaomen of Siyu Township, Erkan of Siyu Township, Longmen of Husi Township and Donghu of Cimei Township. 4. Observation and learning activitie This project held an inter-county observation and learning activity visited the Wanan of Chishang Township and Yongan of Luye Township of the“Low-carbon and Sustainable Living Area of Eastern District”, and invited the village chief and environmental volunteers to visit Sanling Organic Farm and Wenxian Community Development Association in Kaohsiung city. By the successful experience to create a low-carbon model communities, non-toxic organic agriculture, eco-tourism, rural market and other green initiatives, combined with sustainable ecological, cultural environment and local residents to work together to promote low-carbon environment, and to attract more tourists, which can introduce "green tourism economicrevitalization" concept into the village in Penghu. 5. Technically feasible and cost-effective This project assisted EPB to analyze the "high-performance hot water supply system" of Energy-saving equipment theme which is an adoptable carbon measure of the follow-up building low-carbon island in Penghu County. Mainly recommend promote efficient heat pump water heater, can help the industry by saving diagnosis, demonstration and promotion, planning the ” heat pump hot water system rewards points” and “Green Building Act Amendment”, and try to provide subsidies to purchase or introduce ESCO (Energy Technology service) for hotel industry and the people, which can provide the “ low-carbon sustainable homeland project office” as reference and achieve carbon reduction benefits. 6. Related Countermeasures “Building-up Penghu low-carbon Island” has been carried out for four years; some of the results are not as expected (electric scooter, solar water heaters, wind energy service company founded and photovoltaic set up).This project used the questionnaire to conduct the awareness and satisfaction survey of “Penghu low-carbon Island build plan” for the public sector and the people. A random sampling method was employed, with 597 valid samples to be collected, which had the margin of error of plus or minus 4 percentage points under the confidence level of 95%, which can provided the relevant government unit as reference. 7. Collection of low-carbon sustainable related information This project assisted EPB to collect/ confirm relevant result in each bureau and typed it into “low-carbon sustainable homeland information network platform" monthly. Main tasks included issuing62 press releases, holding 50 promotions and 2 meeting. In addition, based on the 10 themes of Low-Carbon sustainable homeland and the result of promotions, this project completed 500 brochures which can promote energy saving& carbon reduction and improve people’s consciousness of environmental protection.
