The project mainly implemented the source inspection and management of toxic and chemical substances in Chiayi city. The works could be divided into two part, firstly, the management of toxic and concerned chemical substances operating factories and chemical raw material processers, and secondly, related announcement and administrative works. We would achieve the ideal source control through the system of Inspection, counseling on site, collecting the operation and management status of chemical substance of each field, and guiding operators with the latest implemented regulations.
we assisted field operators of toxic chemical substances to complete the monthly declaration through the inspection system, arranged routine inspections in the first and second half of the year, guided them to operate in compliance with laws, and collected and counted toxic operation mode. We also cooperated with the Central District Environmental Accident Professional Technical Team of the Executive Yuan and the Central Disaster Response Center of the Executive Yuan to implement unwarned tests to test, train, and counsel the disaster prevention and emergency response capabilities of field operators. In addition, we assisted in checking the document application work submitted by the toxic substance management, including the application, modification, and cancellation of toxic chemical substances, as well as the "one certificate per field" policy implemented this year. We also helped them filling in the system completely, and promotes the online information update of the internal configuration map, the basic disaster prevention data sheet, the hazard prevention and contingency plan operations, and accomplished the information of toxic chemical substances to facilitate management.
Regarding the management of chemical raw materials, in order to understand the operating conditions, our team not only carried out the listing factories from the chemical bureau, the environmental protection bureau, and the food safety project, but also selected 40 factories based on the principles. For the inspection of concerned chemical substances, the listing concerned chemical substances had not been announced during the implementation of the project this year, as a result, we screened 20 related factories to conduct counseling work in accordance with the environmental protection bureau of Chiayi city, and the data had been completely collected and built into the system of auxiliary inspection of toxic chemical substances.
In terms of transportation inspection, we found that only the business registration offices were in the jurisdiction, however, the actual operating sites were all located in other cities. Nevertheless, we still checked and verified the transportation status of the companies every month through the system, and required companies to report abnormal situations with the reasons and ameliorated actions, while the related data were collected and counted. We also arranged the on-site visit to verify that toxic chemical substances of transportation vehicles at the starting and ending point in Chiayi city are in conformity with laws. In addition, with the new management regulation of toxic and concerned chemical substances this year, we would guide the operators in the jurisdiction to use the "small-volume delivery mobile device software application" through the regulation briefings and on-site inspections.
In addition to system and on-site inspections, we also assisted in the implementation of publicity work, including supply of five hundred publicity materials, two public law convention of toxic and concerned chemical substances, one large-scale chemical substance promotion activity (200 people), and two small-scale chemical substance promotion activities. We not only counselled operators with the latest laws, but also promoted related operation regulations which were carried out next year, so that the annual plan can comply with the regulations. The large-scale publicity campaign was conducted in conjunction with the Science 168 conducted by the Chiayi city. The public would be more aware of the information of food safety and risk concern through teaching tools and interactive games. The project would cooperate with the Environmental Education Program and the Food and Beverage Chefs Union to handle related publicity activities this year. The publicity targets included the public, competent authorities and chefs of the food industry. The publicity content contained food safety incidents that occurred in the past and analyzed the reasons for the food safety incident.
For other assistance matters, we assisted in the implementation of quarterly communication tests to ensure the latest information on the system, participating in disaster prevention and rescue meetings, the preparation of disaster potential assessment, promoting update of regional data, and the calibration of radiological instruments to confirm the accuracy of detection. We carried out toxic disaster drills including 1 rehearsal and formal exercises, 2 coordination meetings, writing exercise scripts, writing applications for disaster prevention and warning cell broadcasting services, drawing exercise leaflets and exercises pre-recording and film production.
