The execution of the project started from April 1, 2008 until March 1, 2009 with the duration of eleven months. Project included renewal and maintenance of the information system, CEMS system and operation audit, transmission operation of the CEMS Online system, data verification audit, cylinder gas audit, and maintenance of the air quality report system and the electronic bulletin. Within the project execution period, all works were executed according to the schedule; results and progresses were detailed in Table 1.4-1.
During the project operation, except regular maintenance of the EPB information system and assistance in EPB paper work examinations, the on site audit had completed 20 flues for conformity audits, 40 flues for supervisory inspections, 53 flues for opacity audits, 4 flues for relative accuracy test audits and inspections, 8 flues for relative accuracy audits and inspections, 4 flues for particle audits and inspections, 6 flues for data verification audits, and 6 flues for cylinder gas audits. The results showed the mean upload rate of plants was 99.9%. All effective hour percentage was conformed to the law standard every quarter. All ultra limit monitor data of plants were not exceeded legal hour during the plan execution. That showed all plants have established abnormality investigations and mechanisms to promote effectiveness of abnormality investigations and mechanisms and avoid expanding pollution under environmental protection bureau strict requested. In the statistical results of emission volume, the 2008 emission ratio estimates indicated that there were no significant variations on the monthly chimney emission volume but the emission volume did show an increasing trend after the commencement of Taipower’s 9th and 10th unit.
Except assisting and maintaining normal operation of the online system, our team conducted one session of “CEMS Management System and Operation Manual Seminar” at the bureau’s conference room on June 30, 2008. And our team invited Mr. Chou Chia-Ching, manager of Environmental Science Technology Consultants Corporation, to explain that revision directions of policing methods and key controls in the future. Furthermore, we aimed at function adjustment of management system to carry on using education and examples, and to expect all plants to practice using interface of management system. Simultaneously, this team aimed at key items of the laws and regulations, common plant questions, and key routine works to carry on explanations for CEMS administrative personnel of plants to fortified familiar with laws and regulations. In order to strengthen audit ability for colleagues, our team handles regularly education training during the plan execution. On May 26, 2008, our team invited Dr. Wang His-Jung, professor of National Chung Hsing University, to explain that monitor principle and key audits for environmental protection bureau and this plan colleagues, and to promote scientific theory knowledge and audit skills effectively.
On the aspect of emergency measures against inferior air quality, our team has compiled implementation history of previous years, and made adjustment to current emergency measures accordingly. After the emergency measures seminar held on April 30, 2008, our team confirms standard operation procedure of emergency work in June. In this plan, our team issued 29 times of emergency works for bad air quality (issuing conditions are possibly repeated). And that are covered 26 times of bad air quality notifications for coordinating air quality area project of environmental protection bureau, 3 times of long-term bad air quality notifications through 8 days for coordinating air quality area project of the Middle, and 10 times of timely bad air quality notifications for coordinating measure station of Taichung County Government.
In order to facilitate managers and different responsible personnel in obtaining the latest information, this project also strengthened the inspection function of the monitoring system; through the messaging service, the EPB personnel can control immediately the air quality condition and the CEMS information and react quickly to the degenerating air quality and plants that exceeded their emission limits.
