全國環境用藥與毒性化學物質管理(含運送即時追蹤)應用資訊系統推動計畫(第2年)

中文摘要 「全國環境用藥與毒性化學物質管理(含運送即時追蹤)應用資訊系統推動計畫(第2年)」今年計畫達成主要目標有:1.開發毒性化學物質及環境用藥整合共享資訊庫,提高資訊運用效率;2.強化管理資訊系統決策支援與操作功能,深化資訊應用深度及廣度;3.持續推動毒性化學物質運送車輛裝設即時追蹤系統(GPS),並維護系統正常運作,以達成推動目標;4.持續協助業務推動及資料補登作業,健全資訊內容及強化管理工作;5.提供全方位的操作說明與教育方式,永續維持系統運作;6.強化資料擷取及加密功能,避免駭客入侵。 於行政便民部份,為了強化業者在申辦作業時的便利性,本計畫於今年度建置XML交換標準、強化運作紀錄批次申報、申報運作紀錄提醒功能、查詢運作紀錄申報狀況、檢核運送聯單之專責人員資料、建置上傳危害預防及應變計畫介面、網頁外觀改版以及系統移機作業等,俾利使用者能得到更佳的服務以及更豐富的資訊。 在管理端方面,本計畫今年度擴充運送聯單查詢功能、證件整合查詢功能、線上申請案件查詢功能、104地理查號台、帳號維護功能、整合查核抽驗系統以及完善的審查輔助功能,讓管理者便於藉著系統控管毒性化學物質及環境用藥流向,進而有效獲得相關統計數據與資料,並展現政府施政績效以及落實政府e化服務。 而在教育訓練方面,本計畫今年度辦理了毒性化學物質業者端系統操作說明會3場次,環境用藥業者端系統操作說明會4場次,並針對管理者辦理系統操作說明會3場次以及協助各縣市辦理相關說明會共18場次;以期能讓相關業者與管理者能更加熟練系統之操作方法,減少不必要的操作錯誤及提升系統使用效率。

The Project of National Environmental Agents and Toxic Chemical Substances

英文摘要 The accomplished goals of “The Project of National Toxic Chemical Substances and Environmental Agents (including real-time tracking) Management Information System” included:1,Integration of toxic chemical substances hazard relief information and geo-spatial technology to expand the breadth of system application; 2,Implementation of the installation of real-time tracking system (GPS) on vehicles transporting toxic chemical substances; 3,Planning management mechanisms and functions to improve service and to make the management system sustainable; 4,Assistance of business promotion and information error correction to make a sound content and to enhance management; 5,Providing a full range of operating instructions and educational methods to enhance the correctness of the use of process; 6,Implementation of network security management to protect against hackers effectively. In order to streamline the application processes, the project team provided the XML inter-change standard and built the functions of batch processing, automatic reminding to toxic operators, the inquiry function for operation records, toxic specialists validation function in transportation manifest system, and built “Toxic Chemical Substances Hazard Prevention and Response Plan” upload system. The project team also redesigned web functions to provide better services and more information, and transferred hardware to new site for better services. As to the management sector, the project team enhanced transportation manifest inquiry functions, permit integration function, online application system, geographical information system, account maintenance function, integrated with validation and inspection system as well as enhanced the function of approval process system. And these functions could control the flow of toxic chemicals and environmental agents. Moreover, system could present management performance and fulfill the vision of government e-services. As to training, the project team held three training programs for toxic chemicals operators, four for environmental agents operators, and three for system operators. Furthermore, the project team assisted the Environmental Protection Bureaus (EPBs) with training courses for eighteen times. We hoped users become more familiar with the system to avoid operational mistakes, and therefore system effectiveness could be raised.
