The Environmental Education Act passed its third reading on May 18, 2010 and came into effect on June 5 the next year. A policy package is required to facilitate the important work of implementing and promoting a well-intended policy. With a view to this, the Project on the Construction of an Online Reporting System under the Environmental Education Act set out to build four subsystems including “Environmental Education Lessons Online Management System”, “Environmental Education Promotion Information Network”, “Environmental Education Resources Management Information System”, and “Environmental Education Promotion Project Online Reporting System”. The front-end of the system allows users to report their environmental education projects and outcomes. The back-end enables environmental protection bureaus (EPBs) to give lessons on environmental education and allows EPBs and the EPA to monitor the current conditions of environmental education reporting and environmental education lessons to help increasing the public’s environmental knowledge and literacy.
In addition to meeting the basic needs such as the management of reporting and the environmental lessons, the system should also include effective functions that support publicity and educational efforts and strive toward a positive, public friendly image. This way, it will be able to help create public satisfaction and foster a consensus, enhancing the government’s effectiveness in promoting environmental education and thereby its public perception. Finally,it will make people focus on the environmental ethics and improve the knowledge, skills, attitudes, and values of eco-protection by teaching method to achieve the goal of sustainable development.
