This project is base on achievements from 2016, which has main goals of apply sience and technology to ivesgate suspicious pollution source, audit the data of CEMS at major stationary pollution source, and improve related knowledgement and skill of inspectors by seminar and comference.
This project has achieved 8 cases of 3D Lidar, 5 cases of FLIR, 7 cases of FID, 8 cases of Gas-Find IR, 3 cases of OP-FTIR, 1 case of CC-FTIR applications, 25 cases of stationary source PSN measurements, and 12 cases of FLIR UAV applications, which is the new tool for assisting inspecting work this year. Single or multi-use of skills for investigation of industry area, operation status and leaking inspection in a factory, and element and concentration measurement of a stationary source, which had provided information for inspectors to understand local pollution sources, making related control policy, and improving the air quality. The main achievements of this project in various science and technology are: the application of 3D Lidar to scan hot spots in various industrial areas. Combined with image monitoring and IoT sensing data, we can analysis and evaluate of possible pollution sources and transmission paths; infrared thermal imaging can be targeted at factories to remote monitor or test of equipment operating status and pipeline emissions. Also it can be used with drone aerial photography to break the time and space restrictions, conducting effective inspections at night to observe whether the factory has violated regulations from different perspectives. Infrared gas leak detectors are usually combined with FID to perform VOC gas leak detection in petrochemical industry equipment inspections. A total of 8 equipment components are found leaked and violated associated regulations; OP-FTIR can be used to monitor long-term and qualitatively quantify a variety of substances. Objects or industrial areas that have been repeatedly complained, combined with meteorological data to investigate possible sources of pollution, combined with 3D Lidar and IoT sensing data, can comprehensively analyze suspected polluting objects; for factory pipelines with pollution risks, CC-FTIR can be used to measure Check whether the pipeline discharge status is normal, confirm whether the discharged material is the culprit of environmental pollution, and provide the basis for improvement; the pipeline PSN test is to confirm whether the test object has violated the regulations. The project found a total of two pipelines If the concentration of particulate matter exceeds the relevant prescribed standards, a penalty will be imposed after the fact.
Additionally, 7 cases of CEMS auditing were completed. The results of various inspections were: a total of 5 violations were found by monitoring data analysis and inspection; a total of 37 violations were found by facility quality assurance operations implementation status, data acquisition and data processing systems, and other declaration items, , and 1 response time test Failure to comply with the regulations of the management method; CGA, standard potential, data parallel comparison and opacity correction errors, etc. were all comply with the regulations of the management method. During the auditing, it provid great opportunerties and experiences both for factory stuff to improve their pollution control strategy and for inspectors to insight the key point about CEMS auditing. Last but not least, 3 seminars of regulation of stationary inspecting were held during Nov., 2019 and 1 conference of CEMS auditing skill and practing were held at Hsinchu refuse inceineration plant during July, 2020. All the participants have given positive feedback about related knowledge and skills of CEMS auditing.
