The objective of this project is to maintain the online-based service system of environmental agents, including environmental agents management information system, environmental agents and pest control industry license, environmental agents safety advocacy, and database management for microbial preparations. Following the e-government policy, this project continues to improve the user-friendliness of online services and functions. In addition, training courses for users (i.e., industries and competent authorities) were hosted; opinions or suggestions were regularly taken in to account from users to help improve the system.
Users of the environmental agent information management system include responsible competent authorities, industries, and pest control operators. This system is featured by various functions, such as document application, examination, and declaration, as well as serves as an advocacy tool/search for competent authorities. 【Accomplishment of system electronization】 This year, a total of 26 data system improvement projects were completed, thereby accomplishing the electronization of the information management system. This e-system comprises numerous functions and services, including document application/examination, declaration, statistics, promulgation, and system maintenance. The documents application/examination service features two application functions of environmental agents transfer and exclusively export. In addition, to create a user-friendly interface, responsive web design (RWD) was incorporated into the environmental agent management information system and environmental agents and pest control industry license based on the website evaluation indicators. This modification ensured the accuracy and timeliness of updated website content. 【Database integration】 This project also integrated and made an inventory for the six databases: vendor database in the information management system, natural substances and licensing database, active ingredient database, prohibited ingredient database, microbial preparation database, and paracomposition database. A total of 3,391 data were integrated and 390 data were updated, and the databases were consistent, thereby improving system efficiency. The data of environment agents were regularly updated, providing the public with the newest knowledge and information. So far, 24 announcements for the environment agent management information system were updated; 21 pieces of news were published on the website to promote the safety of environment agent use; and 30 information updates were published on the cross-strait exchange platform. The electronic application system of TCSB was improved based on its business expansion. Several services were introduced, including voucher login, electronic signature, and electronic payment, to simplify administrative procedures and improve user-friendliness. 【Counselling service】 This project held numerous environment agent training and promotion campaigns based on different groups, providing guided services and familiarizing EPA and related industries with the system. On September 4, 2019, a seminar introducing the system operation was held in local agencies, and the user satisfaction rate reached 91.3%. A total of 13 seminars were held in north, central, and south Taiwan with a user satisfaction rate of 91.3%.
