Pingtung County’s 2020 annual environmental information integration project has been implemented since April 16, 2020. The main work contents are (1) environmental information data integration, (2) visual management interface development, (3) the emergency response to query function, (4) environmental information display system, information security, management platform, and others. So far, the scheduled progress of the plan has been carried out of the contract.
The results of each content, in the environmental information data integration, there are five primary data sources, including Air Quality, Pollution source, Water pollution control, waste management, and GHG. All the data must be connected based on each data's attributes and integrated into three categories, open data from EPA, independent database, and document file data.
For the development of the visual management interface, the structure and planning of the system have been completed. It is expected to provide service lookup including air quality stations in the county, special industrial zone measurement stations, indoor air quality measurement stations, and micro-sensor stations, pollution source data, mobile source data, construction project data, water pollution permission data, water quality monitoring data, CCTV of dust on the river, waste management data, and GHG inventory data, etc. All the information is combined with the map system for the Pingtung County pollution control map online. Recently, we are transferring all data to Google Maps.
For the emergency response to query function, set up the GHS data list and the toxicology database and completed the query function. The user can search the data in Chinese or English with names, keywords, and physical or chemical characteristics to get information about the pollution. In the hot area of pollution, PM2.5 is measure by the micro-sensor station every 10 minutes using the inverse distance weighting method to calculate the concentration in the vicinity of the area. The Environmental Protection Bureau investigates the pollution sources base on the time and the concentration distribution dynamics when the air quality is terrible.
For the environmental information display system, the scheduling display software is used with a visual management interface. Through the display system, a media will be played to all departments office's TV.
We assisted Environmental Protection Bureau to complete relevant hardware and connection planning for the other hardware and information security. We've set up the appropriate authority management for information security and control and further designed a system backup and disaster recovery plan. We arrange a scan for information security on the web pages based on the contract requirement. After all the system has been set up completely, there are education and training for the user to get to know and familiarize with the system.
