110-111年公有掩埋場營運督導查核委託專案工作計畫
| 中文摘要 | 為解決原設掩埋場容積逐漸減少，但仍需掩埋空間處理焚化底渣、飛灰穩定化物與不適燃廢棄物，以及暫置因應焚化廠歲修與天然災害等災後廢棄物問題，環保署補助地方進行舊有掩埋場活化工程，並透過活化工程現勘督導方式，確保活化與整建工程施工品質，創造循環再利用效益。另建置掩埋場數位影像監控平台，即時掌握受關注場所最新現況，強化數位科技管理成效。此外，環保署辦理掩埋場現勘查核工作，督促管理單位及環保局落實掩埋場營運管理以及進行缺失改善，確保掩埋場發揮妥善處理或暫置廢棄物之功能。 本計畫工作內容執行項目包含：一、協助辦理「提升天然災害廢棄物處理能量設施計畫」推動工作；二、辦理公有掩埋場及垃圾轉運站定期、不定期現勘查核輔導工作；三、「公有掩埋場暨垃圾轉運設施營運管理資訊系統」網頁維護及功能調整；四、建置掩埋場數位影像監控平台；五、配合相關行政作業。主要執行結果包含： 1. 辦理20場次活化場現勘輔導作業，針對掩埋場活化計畫之執行進度管控、工作督導、工程品質督導或活化完工啟用後之查核等，以提升活化場活化工程及後續營運管理署控空間之成效。 2.辦理61場次掩埋場三級現勘查核作業，針對現況提供環保局及管理單位建議改善方式，促使掩埋場管理單位持續進行缺失改善，於進場管制、場內污染防制措施及環境衛生維護等問題，避免發生二次污染。 3. 為使管理者於外部稽查時，可隨時掌握掩埋場資訊，提供行動裝置現勘即時資料查閱。 4. 於臺中市霧峰區、臺東縣臺東市及屏東縣枋寮區域性衛生掩埋場3個場區裝設了監視設備，讓管理者可以在監視平台上以即時影像瞭解現場運作情況。 5. 辦理2場次論壇及公有廢棄物掩埋場管理規範條文修正草案研商會議；達到促進環保署與各縣市政府垃圾處理技術、掩埋場活化及掩埋場未來功能轉型及整體政策說明，有利於推動各縣市環保局共同執行永續經營掩埋場政策。 6. 完成辦理製作環保議題圖卡、簡易技術介紹圖示及資訊圖像及處理設施優化場域形象布置及編撰掩埋場營運管理手冊含相關法律規範。 7.協辦掩埋場相關處理補助計畫預算執行檢討及諮詢會議與相關行政及幕僚等工作。 | ||

Public landfill operation supervision and inspection commissioned project. (2021-2022)
| 英文摘要 | In order to solve the problem of gradually reducing volume of the original landfill, but still need the space to bury the bottom ash, derivatives of solidified and stabilized fly ash and non-combustible waste, and temporarily place the post-disaster wastes such as the annual maintenance of incineration plants and natural disasters, the Environmental Protection Agency (EPA) subsidizes the local governments to carry out the revitalization project of the old landfills and ensures the construction quality of the revitalization and renovation projects through the method of on-site inspection and supervision of the revitalization project to create the benefit of recycling. In addition, a digital image monitoring platform for landfills has been established to instantly grasp the current status of the sites of concern and strengthen the effectiveness of digital technology management. In addition, the EPA handles the on-site inspection and verification of the landfill and urges the management unit and the Environmental Protection Bureau (EPB) to implement the operation and management of the landfill and make improvements to ensure that landfills perform the function of properly disposing of or temporarily storing waste. The implementation items of the work content of this project include: 1. Assist in the promotion of the "Project to Enhance Natural Disaster Waste Treatment Energy Facilities". 2. Handle regular and unscheduled inspection and supervision work of public landfills and waste transfer stations. 3. "Operation Management of Public Landfills and Waste Transfer Facilities Information System” website maintenance and function adjustment. 4. Establish a digital image monitoring platform for the landfill. 5. Cooperate with related administrative work. The main execution results include： 1. Handle 20 times on-site inspection and supervision of revitalization sites, for the implementation progress control, work supervision, project quality supervision or verification after activation completion of the landfill revitalization plan, etc., to improve the revitalization project of the activation site and the follow-up operation management agency-controlled space effectiveness. 2. Handle 61 times the 3rd level inspection of landfill sites and provide improvement suggestions to the EPB and management units according to the current situation, prompting the landfill management unit to continue making improvements, such as access control, on-site pollution control measures, and environmental sanitation maintenance, to avoid secondary pollution. 3. In order to enable managers to stay informed of landfill information at any time during inspection, mobile devices are provided for real-time access to the data. 4. Surveillance equipment has been installed in 3 areas of Taichung Wufeng, Taitung City and Pingtung Fangliao regional sanitary landfills, allowing managers to understand the on-site operation status with real-time images on the surveillance platform. 5. Hold 2 forums and a discussion meeting on the draft amendment to regulations for the management of public waste landfills; to promote the waste treatment technology of the EPA and the local governments, the activation of landfills and the future functional transformation of landfills and overall policy descriptions, which are beneficial to promote the EPB to jointly implement the policy of sustainable landfill operation. 6. Create environmental issue picture cards, simple technical presentation diagrams, infographics, optimized site image layout for treatment facilities and compose landfill operation management manual which contains relevant legal norms. 7. Co-organize to hold the budget implementation review and consultation meeting of the landfill related treatment subsidy plan and co-organize related administrative and staff work. | ||
