110年桃園市低碳永續家園建構推動計畫(含執行氣候低碳永續家園)
| 中文摘要 | 本計畫配合桃園市「桃園市發展低碳綠色城市自治條例」，針對永續發展願景與落實因應氣候變遷挑戰，持續推動「低碳永續家園建構計畫（含執行氣候低碳永續家園）」逐步帶領桃園邁向低碳永續城市，透過輔導在地鄰里，強化低碳家園建構及氣候變遷調適相關知能，並持續推動低碳永續家園運作及管考，達到預期目標。故本(110)年度計畫將主要工作內容分為政策面、實作面及管考與檢視面如下： 政策面 打造桃園成為低碳韌性城市，除凝聚市府各局處共識，也須尋求私部門協助。故本計畫辦理1場次氣候變遷調適與韌性城市建構教育訓練；1場氣候變遷調適政策專家諮詢會議；1場低碳永續家園「技術諮詢與評等審查小組」會議，以綠色運輸為主軸探討桃園電動巴士未來發展與願景。 實作面 共同推動並具體落實低碳永續行動，驅動本市邁向低碳、韌性、永續家園之願景，成為六都推動低碳永續的典範。故本年度辦理1場次低碳永續家園相關教育訓練課程；協助區層級1處、里層級16處取得低碳永續家園銅級評等認證；執行低碳永續行動項目維運或精進輔導作業與改造2處；辦理低碳涼爽點改造推廣課程活動2場次；辦理區域降溫培力工作坊及CBA低碳涼爽點改造工作坊各1場次；公民參與低碳涼爽點改造作業1處；建物降溫改造工作2處及1處綠海綿設施。 管考與檢視面 為瞭解低碳永續家園成效及提升各里持續維運能力，本年度協助追蹤桃園市低碳永續家園認證維運情形10處；辦理低碳永續家園北區生活圈查核20處；辦理低碳永續家園觀摩活動1場次；協助彙整桃園市推動綠屋頂、綠牆、綠籬等建物降溫工作10處；執行低碳涼爽點監測及提出人體舒適度指標及體感溫度分析報告。 | ||

2021 Taoyuan Low Carbon Sustainable Homelands Promotion Project
| 英文摘要 | In coordination with The Autonomous Regulations of Low-Carbon Green City Development in Taoyuan City, this project intends to promote the “Low Carbon Sustainable Homelands (LCSH)” concepts and practices in response to the city’s sustainable development vision and to the climate change challenges. It has strengthened the LCSH mechanism through continuous implementation, supervision and evaluation, and it has also consolidated the knowledge and capabilities regarding climate change adaptation by means of village-level consultations. The achievements are detailed in the following aspects: policy, operations, and supervision and evaluation. Policy. To push for Taoyuan to be a low-carbon and resilient city, external private sector assistance would be equally important as the internal consensus reached by the city government. This project, therefore, hosted one (1) training for city government officials to gain more knowledge on climate change adaptation and on how to build a resilient city, one (1) expert consultation meeting in relation to climate change adaptation policies, and one (1) LCSH technical consultation meeting, which focused on green transportation and looked into the electric bus development in Taoyuan. Operations. With the aim for Taoyuan to be the role model in advancing low-carbon and sustainable practices among Taiwan’s six special municipalities, this project held one (1) training on the LCSH mechanism for community leaders and volunteers, provided assistance for one (1) district and sixteen (16) villages to acquire bronze-level certifications, and carried out two (2) site renovations in accordance with the LCSH designated aspects. It also executed the “Low Carbon Cool Spot (LCCS)” renovation, held two (2) learning sessions about the know-hows in this regard, and set up one (1) “Green Sponge” (water resource preservation) facility. In addition, this project accomplished two (2) refurbishment works for building temperature reduction and held two (2) workshops on regional temperature reduction and on the community-based adaptation (CBA) approach to LCCS renovation respectively. Supervision and evaluation. To better understand the LCSH effectiveness and enhance the maintenance capability on the village level, this project followed up with ten (10) LCSH-subsidized places in Taoyuan to ensure the maintenance quality, and carried out twenty (20) check-ups on the current LCSH progress with villages designated by the Environmental Protection Administration. One (1) learning day trip was also conducted from Taoyuan City to Yilan County. Besides, it assisted the Environmental Protection Bureau of Taoyuan City to compile ten (10) demo cases in regard to building temperature reduction methods such as green rooftop, green wall and green hedgerow. For the LCCS renovationwork, the project monitored its effectiveness and put forward an analysis report based on the apparent temperature and the comfort index of human body. | ||
