輪胎及鉛蓄電池高值化循環再生曁優化處理廠提升認證管理效率專案工作計畫

中文摘要 (一) 為推動高值化再生應用,研提產業鏈異業結盟認證補貼方式,包含申請與審查作業程序,以及宣導策略、獎勵誘因,並針對再利用所減輕環境負荷、污染物及碳排放減量、創造循環經濟產值等指標,研擬衡量方式。 (二) 完成受補貼處理之設備使用效率處理效能盤查,研訂有效運作衡量方式、基準、分級指標及管理方式,包含實施目標、執行方式、審定流程、評核標準等等,以及優化受補貼機構之分級補貼差別費率及配套機制。 (三) 探討稽核認證作業必要查核點,評估導入應用數位自動化監控及物聯網技術可行性,包含夜視功能CCTV、AI車牌辨識系統、AI物品辨識系統暨設備運作參數與物聯網(IoT)雲端分析、固定式紅外線熱像儀(FLIR)、廠內粉塵(TSP)偵測儀、多功能電力錶、雲端智慧型水質監測控制器、酸鹼度(pH)數位電極、電磁式流量計、雲端監控系統與物聯網參數(IoT)等設備,並針對技術可行性之設備進行效益分析,精進稽核認證作業程序與方式。 (四) 為確保再利用去化管道順暢,建議國內回收處理量能清查及供需評估模式機制,並預估與更新基礎數據,掌握回收處理流向及基礎數據量能,以建立目標管理地圖,並研擬預防與應變調度機制。同時,清查應登記而未登記製造及輸入業者,並提報環保署進行輔導。

The Project of High-Value Recycling and Applications, Promoting Certification Management Efficiency to Recycling Institution for Tire and Lead-Acid Battery

英文摘要 (一) Formulate a sector alliance and certification subsidy method to promote high-value recycling and applications, including review operating procedures, advocacy strategy and incentive strategy. And the development of measurement methods for recycling of indicators of mitigation of environmental load, pollutants, reduction of carbon emissions, and creation of circular economy value. (二) Complete the investigation of the equipment and treatment efficiency of waste tire and lead-acid battery subsidized treatment plant. To optimize the waste tire and lead-acid battery subsidized treatment plant, establish the gradation subsidy rate and measures, including the implementation of objectives, procedures, examinations, and evaluation standards. (三) Investigation the necessary procedures of audit and certification procedures to import into automated monitoring and artificial intelligence of things (AIot), including night vision function CCTV, AI license plate recognition system, AI item recognition system and equipment operating parameters and IoT analysis, FLIR, TSP, multi-function power meter, cloud-based intelligent water quality monitoring controller, pH digital detector, electromagnetic flow meter, cloud monitoring system and IoT and other devices. And analysis the benefit of technical feasibility assessment to refine the audit and certification operation operate. (四) In order to ensure the effectively management of recycling system, the establishment of recycling capacity and the study of the supply and demand model. And to estimate and update the base data to capture the flow and recycling capacity, in order to establish a management map of the objectives and to develop preventive measures. And the same time, the inventory should be registered, but not registered manufacturers and importers should not, and report to the EPA for advice.
