110年度土壤及地下水污染調查及查證工作計畫-彰化縣
| 中文摘要 | 工作事項內容為地下水水質監測及維護、中央主管機關公告事業及地下儲槽系統調查與查證、農地與非農地監測場址重金屬監測、污染場址監督查核與驗證、貯存設施管理、配合農作物及土壤同步採樣、污染場址解列推動、農地污染預防工作及民眾陳情及緊急應變等項目。計畫履約期限為自109年12月24日至110年11月30日完成，工作成果摘要如下： 1.地下水水質監測及監測井維護 (1)場置性及區域性監測井維護 計畫完成122口次區域性及場置性監測井巡查及維護，7處監測井外觀修繕、3口監測井井體設施修復、13口監測井井況評估、7口監測井再次完井及5口監測井異物排除。 (2)地下水質監測 本計畫於芳苑非法棄置場址下游處新設置N00755及N00756兩口監測井，取代今年度廢除之N00281、N00282與N00283等3口監測井。前述兩口監測井於監測結果地下水質並無異常現象。 2.中央主管機關公告事業、地下儲槽系統調查與查證及貯存設施管理 中央主管機關公告事業共執行18家工廠之現勘與訪談，進場調查8家業者，其中2家工廠土壤調查結果超過土壤污染管制標準；地下儲槽系統調查共執行36站次土壤氣體監測與查核作業及2站土壤與地下水污染調查作業，調查結果均未有超過土壤污染管制標準之情形；另貯存系統法規符合度查核作業共計完成367站次輔導作業。 3.達監測標準農地重金屬監測 農地調查完成187筆農地坵塊監測，結果6筆農地坵塊超過食用作物農地之管制標準值，並已完成剷除及公告列管；另完成9筆農作物及土壤同步採樣。 4.污染場址監督查核、驗證及定期監測工作 共計完成縣內68處污染場址之定期巡查作業、19處列管場址改善完成驗證作業及4處達監測標準場址(非農地)之定期監測。 5.民眾陳情及緊急應變作業 民眾陳情及緊急應變完成8場次調查。 | ||

The Survey of the Soil and Groundwater Contamination in Chang-hua County in 2021
| 英文摘要 | For the environmental sustainability, the program of “The Survey of Soil and Groundwater Contamination in Changhua county in 2021” has been advanced, which involves groundwater monitoring wells maintenance and groundwater investigation, farmland and non-farmland monitoring, storage tank management, to supervise and verify pollution remediation of contaminated sites, dealing with emergency cases, and administrative assistances. The plan had been executed from December 24th 2020 to November 30th 2021, and the results of implementation are summarized as follows: At first, the task of groundwater monitoring wells inspection has been implemented twice this year and there were totally 10 maintenance works finished. All slug tests of groundwater monitoring wells were completed, and seven purges and five foreign matter exclusion of monitoring well were implemented according to the slug test results. Besides, there were 2 monitoring wells surveys accomplished, the results iron and manganese concentrations over than Groundwater Pollution Monitor Standards and the others are less than Groundwater Pollution Control Standards. In addition, the work team explored 18 factories with pollution potential in Changhua County. According to the exploration, there were 8 plants chosen and sampled, and the results demonstrated 2 factories’ soil samples over the control standards. We surveyed 367 storage facilities and provided consultation. There were 187 farmlands finished sampling for regular monitoring, and the analysis results showed 6 farmlands exceeded Soil Pollution Control Standards. With respect to the mission of to supervise and verify pollution remediation of polluted sites, those sites had been examined at least bimonthly, and there were 19 listed sites completed verification and 4 sites sampled for regular monitoring.
