110年度臺中市土壤及地下水污染調查及應變措施工作計畫
| 中文摘要 | 為掌握臺中市土壤及地下水品質狀況，臺中市政府環境保護局(以下簡稱環保局)針對土壤及地下水執行定期監測、農地污染預防、民眾陳情與緊急事件應變調查、地下儲槽土壤氣體篩檢外，亦針對污染場址執行驗證與監測井設置等，由「110年度臺中市土壤及地下水污染調查及應變措施工作計畫」（以下簡稱本計畫）執行相關工作，計畫執行期程為110年01月01日至110年12月31日，執行率100%，本計畫各工作單元執行成果摘述如下： 一、 農地定期監測與污染預防作業，本計畫完成后里區2筆坵塊定期監測作業，以及針對大里、南屯、后里，使用80組縮時膠囊進行污染預防及來源限縮監測作業。 二、 今年度豐枯水期地下水定期監測作業，共執行22口次，其中於台中工業區下游B00343監測井檢出重金屬鉻超過管制標準，東區頂橋子頭段24-3地號地下水限制使用區B00472監測井檢出重金屬鎳超過管制標準，及中華全球場址內B00345監測井檢測出TPH超過管制標準。 三、 地下儲槽輔導查核作業，共計完成15站次加油站土壤氣體篩測與查核工作，其中1站次土壤氣體調查顯示超過警戒值之情況。 四、 本計畫依《土污法》第7條第5項執行5處應變必要措施場址之驗證作業，其中1處驗證未通過。 五、 本計畫執行5處重點工業區放流口承受水體底泥，大里工業區、大甲幼獅工業區、中科臺中園區及中科后里園區均可觀察到重金屬超過底泥品質指標下限之情況。 六、 今年度協助民眾陳情調查案件共4件，緊急應變調查案件共6件，緊急應變費用經費使用率100%。 | ||

2021 Taichung city soil and groundwater contaminate investigation and contingency measure project
| 英文摘要 | In order to grasp the soil and underwater quality in Taichung, The Environmental Protection Bureau of Taichung executed the soil and groundwater regular monioring, agricultural monitoring, popular petition and emergency response, oil gas measurement of underground tank, the underwater monitoring well installed and control site verification. These mission executed by “2021 Taichung city soil and groundwater contaminate investigation and contingency measure project”. The period of January 1, 110 to December 31, 110. The executed rate was 100%, and the executed results of each work unit of this plan are summarized as follows: 1. Regular monitoring and pollution prevention operations. The plan has completed the regular monitoring operations of the 2 farmland in Houli, and 80 sets of time-lapse capsules were used to pollution prevention and source limiting monitoring operations in Dali, Nantun, and Houli. 2. The regular groundwater monitoring were performed 22 times. Among them, the heavy metal chromium detected in the B00343 monitoring well of Taichung Industrial Park exceeded the control standard. The monitoring well detected heavy metal nickel exceeding the control standard, and the B00345 monitoring well detected TPH exceeding the control standard in the Chenergy Global Corporation. 3. Counseling and verification of the oil gas measurement of underground tank, were completed of 15 stations soil gas verificatios., and among 1 station showed the value was exceeded. 4. According to "The law of Soil pollution and groundwater pollution remediation ", the plan implemented the verification of 5 sites with necessary contingency measures, and among of 1 site was unpass. 5. The plan was implemented in 5 key industrial areas with discharge outlets that bear the bottom sludge. Heavy metals in Dali Industrial Zone, Dajia Youshi Industrial Zone, Zhongke Taichung Park and Zhongke Houli Park could observed that heavy metals exceed the lower limit of the bottom sludge quality index. 6.In 2021, there were 4 popular petitions, and 6 emergency response investigation cases. The utilization rate of emergency response expenses was 100%. | ||
