In order to reduce the wastewater discharged by the livestock farming industry and protect water bodies, the Environmental Protection Administration (EPA) and the Council of Agriculture (COA) have jointly promoted “recycling of livestock excreta.” .And EPA have developed "Livestock Manure Resource Utilization Management System" and the "National Livestock Manure Resource Utilization Website" since 2019, and would like to provide data filing, access, control, statistics and information disclosure services by the website. This plan continues last year's system revision, and has completed the inventory and management of animal husbandry, the management and tracking of resource cases, the functions of soil and groundwater monitoring and reporting and management examination, spatial display, matchmaking and disclosure of results, and system maintenance.
This project connects the animal husbandry data from the Environmental Protection Agency and the Council of Agriculture. Compared with the livestock farms that have the certificate number of the ranch but are not included in the water pollution control, there are about 2,492 livestock farms, and the approval data and groundwater and soil testing data from 834 farms collected manually in recent years is cleaned up and imported in the website. Considering that the future will promote online filing, it is established to upload the batch approval plan, file the data of the full resource unregulated livestock farm, notify the case overdue, and batch the actual monthly usage. RWD's actual irrigation amount query page, soil and water monitoring data screening and query page, detection data exceeding standard reminder, monitoring data non-reporting reminder, detection report upload function, etc. are also built, which can produce a performance statistics list. In addition, soil texture, water quality monitoring, flow, rainfall and other related data and geographic map information are set in GIS to facilitate horizontal information understanding.
In terms of policy information disclosure, the resources business introduction, solar electricity and biogas slurry and residue irrigation fleet promotion pages have been completed, and irrigation needs and benefit spreadsheets have been provided. And through 3 sessions of system user education and training, publicity of actual irrigation records in animal husbandry, and system reporting seminars, the effects of system operation guidance and policy communication were achieved.
The system maintenance has completed the function installation and update, and there are no medium or high risks in the 10 security scans. During the system development period, the personal computer protection checks of plan members every month are normal, and the website review and evaluation score of the public browsing interface reaches 97 points every six months.
The project aims to develop an information system so that different entities could share related information, and use resources in a sustainable manner and enhance the efficacy of recycling livestock excreta resources.
