The Environmental Protection Administration schedules 「the river pollution improvement」projects from 2002. The integrity plans give an impetus to handle the river cruise workshop. By participating of river pollution cruising and pollution notification of people to suppresses the illegal dumpling to river basin. Environmental Protection Bureau of Yilan county gave an 「Yilan Environmental Protection Cruise Teams」army ceremony in Yilan sporty park on March 25 (Thursday) 2004. The environmental protection cruise teams give an assistance to execute a cruising works including open-burning, illegal dumping, messy and dirty spot, river pollution, illegal drainage of wastewater, the unclear pipeline, and the underground pipe and so on. In order to continue the river cruise work, the purpose of the plan is to setup integrity of environmental protection cruise system, construction of a cruise organization, examination of notification process and assessment. At the same time, it established the river-care-center to do the platforms of relative works, such as population of environmental protection cruising, the communication, the volunteer education and training, inspection of cruise teams and assessment of the effect.
The project started from an contact-signing day to December 31,2008. The related counseling will be continued to April 30 2009.
After the river care center was established, counseling the existing environmental protection cruise teams, meeting with all cruise teams, planning year round schedule and assessment of cruise teams. An education and training handbook and a carrying cruising card were made. It assisted 22 shows of environmental education, pollution prevention and paper works of inspection.
There are Kir-lin, Hom-yi and Tay-ge-bin teams were recruit. However, Gin-cau and Lao-tian teams were withdrawal from the cruising teams. Therefore, it total has 26 environmental protection cruising teams in Yi-lan County. The totally cruising member is 363. The cruising time was 3700.5 hours. The notifications of messy and dirty spots were 153 which were cleaned up. It totally had 5 cases of river pollution by the plant effluent or the people. One is illegal dumping to river area and the others are illegal drainage to river. The cases were treated by law after notification to environmental protection bureau.
It revised the inspection and the reward part of the “Yilan County to impel the river cruising volunteers plan”. It renamed the reward part to “The competition standard of excellent environmental protection cruising team of Yilan County”. It can reward personal and team according to this standard. From 2009 years, it will not give insurance until the team member becoming an volunteer. It had finished one announcement meeting, nine education courses and one achievement self-criticism and the pledge assembly. In order to coordinate the voluntary worker to reform the volunteer, this year handles a volunteer fundamental training and the specialist training curriculum. At present, there are 147 members obtain the volunteer certification. The ratio is 39.84% which is over the requirement of the contract. It gave the rewards to the excellent cruising team and personal in year achievement critique meeting in Toucheng-farm. It also carried on the related environmental education guidance.
Counseling cruise teams to participate each environmental activities such as cleaning homeland, earth environmental date, the world water surveillance date, each drilling activity and so on.
The year target of the project had been reached by the assistance of Yilan EPB in the inspection of EPA.
